ISPM-15 compliance is mandatory for wooden packaging materials in international trade; exporters must declare packaging description in shipping documents. Customs shall inspect consignments for the ISPM-15 mark and report absent or doubtful markings to Plant Quarantine Officers. Accredited agencies issue ISPM-15 certification after approved treatments such as methyl bromide fumigation or forced hot air; consignments failing to meet ISPM-15 shall not be cleared by Customs.
