<h1>Customs Circular Shifts to Bill of Entry-Based Direct Port Delivery for Faster Cargo Processing and Reduced Congestion</h1> Circular No.29/2019-Customs outlines the eligibility for Direct Port Delivery (DPD) for importers, aiming to expedite cargo processing through advance Bill of Entry filing. Despite increased facilitation, DPD levels remain low due to the entity-based approach. To improve efficiency and reduce port congestion, the Board will transition to a Bill of Entry-based DPD system. This change allows fully facilitated advance Bills of Entry to receive DPD, supplementing the existing entity-based system for AEO clients. Ports and terminals will receive electronic notifications to optimize container handling, including scanning requirements, enhancing planning and reducing turnaround times.
