EOUs Transition to Self-Certification and Self-Sealing Under Customs Rules 2017, Enhancing Operational Flexibility and Efficiency
Export Oriented Units (EOUs) previously operated as private bonded warehouses under the Customs Act, 1962, requiring permissions for manufacturing operations. Since July 29, 2016, mandatory warehousing has been abolished, and EOUs now follow procedures under the Customs (Import of Goods at Concessional Rate of Duty) Rules, 2017. This change allows manufacturing without physical supervision by authorities, offering operational flexibility. EOUs can self-seal and self-certify exports, with self-bonding and self-warehousing for those with a clean track record. EOUs must maintain digital records of transactions and provide monthly digital reports to the proper officer, eliminating the need for re-warehousing certificates.
