Automated Out of Charge is being rolled out for AEO T2 and T3 clients for web-based goods registration where CCR verification is not required; first-phase eligibility requires Bills of Entry not selected for examination, scanning, or PGA NoC, completed assessment, and OTP authentication for duty deferment. Auto-OOC will be applied on a risk basis, with a Customs officer able to place a HOLD in the system to override automation if intelligence or concerns arise.
