Scope of applicability of customs facility guidelines governs new and pending proposals and certain existing facilities under obligations. The policy governs new proposals submitted to the Integrated Management Committee and those already submitted but not yet considered; existing facilities and proposals with issued Letters of Intent that have not commenced operations are subject to these guidelines insofar as they address post approval obligations, term, renewal and denotification, while proposals already approved by the IMC remain subject to the earlier policy for scrutiny.
