          Special warehouse licensing under the Customs Act enables deposit of dutiable goods subject to conditions and officer control. The Principal Commissioner or Commissioner may licence special warehouses for deposit of dutiable goods subject to prescribed conditions; such warehouses are to be locked by the proper officer and no person may enter or remove goods without that officer's permission.
