RMS centrally generates standardized examination orders for Bills of Entry selected for risk-based inspection, specifying percent sampling of containers or goods, selected container areas/parts, item-level instructions and any additional checks. Assessing Officers may add instructions only in exceptional cases, typically requiring approval; shed/examining officers must follow RMS orders, may perform supplementary checks for CCR or cargo characteristics, and must record any approved deviation with prior approval by designated Joint/Additional Commissioners.
