The policy revision consolidates approval under the customs administration and establishes a framework of functional requirements with an integrated administrative regime to ensure uniformity, transparency and a seamless approval process for ICDs, CFSs and AFSs. It targets regulatory and logistics deficiencies in hard and soft infrastructure, prescribes procedural mechanisms for regulatory inspection and customs control formalities, and aligns capacity planning and regional balance with technological facilitation and reduced customs intervention.
