Corporate status: the Central Board is a body corporate with perpetual succession and a common seal and may sue and be sued, thereby conferring legal personality. Governance and delegation: an Executive Committee and other committees may be constituted from Board members to assist functions, and the Board and State Boards may delegate specified powers to chairs, committees or officers subject to conditions, thereby enabling administrative decentralization. Terms: tenure and conditions of members are to be prescribed, with outgoing members continuing until successors are appointed, thereby ensuring continuity.
