Power to make rules for social security administration, covering procedures, eligibility, benefits, and reporting requirements. The appropriate Government may, by notification and subject to previous publication, make rules not inconsistent with the Code to give effect to its provisions, including specification of procedural, financial, eligibility and administrative matters necessary for implementation.
