State Board constitution and delegated regional and local boards govern institutional structure and delegated powers under social security. Section 12 empowers the Central Government to constitute a State Board for a State after consultation, specify its powers and functions by notification, and determine constitution, member appointment terms, and procedural rules; the Corporation may, by order, appoint Regional Boards and local committees and define their area, functions and powers in regulations.
