Central Government may make rules to implement the Code on Social Security covering governance, funds, registration and benefits. The Central Government may, subject to previous publication and consistency with the Code, make rules to give effect to the Code on Social Security, including governance of boards and committees, administration and investment of funds, registration and cancellation procedures for establishments, contribution rates and benefit qualifications and conditions, forms, fees and time limits for claims and appeals, procedural and proof requirements for specific benefits, cess collection and self-assessment, inquiry and penalty authorities, compounding of offences, exemption conditions and other prescribed matters.
