of <h1>Corporation power to promote health, welfare and rehabilitation measures for insured persons, funding permitted subject to government-prescribed limits.</h1> Section 33 empowers the Corporation to promote measures for improvement of health and welfare of insured persons and for rehabilitation and re-employment of those disabled or injured; it may finance such measures from the Employees State Insurance Fund. Expenditure is subject to limits to be prescribed by the Central Government, thereby authorising fiscal allocation within statutory bounds and enabling rehabilitation and re-employment initiatives funded from the statutory fund while maintaining executive control over permissible outlays.
