<h1>Recovery certificates under the Code on Social Security: clerical corrections, stays for payment, and amendment on final appeal outcome.</h1> Section prescribes the treatment of certificates issued to Recovery Officers for recovery of amounts under the Code on Social Security. It bars employers from disputing the correctness of the certified amount before the Recovery Officer while allowing the Authorised Officer or competent authority to withdraw a certificate or correct clerical or arithmetical mistakes by intimating the Recovery Officer, and to grant time for payment thereby staying recovery for that period. The Authorised Officer must inform the Recovery Officer of payments or time granted. Where the underlying demand is reduced on appeal or other proceedings, recovery of the reduced part must be stayed while proceedings continue, and the certificate amended or withdrawn when the decision becomes final.
