Central schemes may be wholly or partly funded by Central and State Governments, by beneficiary or employer contributions, or from other sources including corporate social responsibility funds; each Central scheme must specify scope, implementing authority and agencies, beneficiaries, resources, grievance redressal and may create a special purpose vehicle for implementation.
