<h1>Employer-maintained provident fund accounts for establishments of 100+ employees: authorization conditions, enforceable duties, and cancellation for defaults</h1> Authorisation: the Central Government may, on application by an employer and the majority of employees of an establishment with 100+ persons, authorize the employer in writing to maintain a provident fund account in the prescribed manner; authorisation is precluded if the employer committed default in provident contributions or other offences under this Code in the preceding three years, thereby preventing ineligible employers from self-administering the fund. Obligations: an authorised employer must maintain the account, submit returns, deposit contributions, permit inspection, pay administrative charges and comply with scheme terms, thereby making these duties enforceable. Cancellation: the Central Government may cancel authorisation for non-compliance or offences after affording a reasonable opportunity of hearing, thereby permitting revocation of self-administration.
