Power to frame schemes under the Code on Social Security allows government-made schemes subject to prior publication. The appropriate Government may, subject to previous publication, frame schemes not inconsistent with the Code on Social Security to give effect to its provisions; such schemes are confined to implementation and must operate within the Code's legal boundaries.
