<h1>Government power to supersede welfare boards for dysfunction or abuse, requiring show-cause, interim administration, legislature report within 3 months</h1> Where the Central Government (for the Central Board, Corporation or National Social Security Board) or the State Government (for a State Unorganised Workers Board or Building Workers Welfare Board) is of the opinion that the body or any committee is unable to perform functions, has persistently delayed discharge of functions, or has exceeded or abused its powers or jurisdiction, that Government may supersede and reconstitute the body; the body must first be given an opportunity to show cause and its explanations must be considered before supersession. After supersession, the relevant Government shall make prescribed alternate administrative arrangements until reconstitution. The Government must lay a full report of the action and circumstances before Parliament or the State Legislature within three months of supersession.
