ICDs failing minimum performance thresholds for consecutive financial years are recommended for de-notification to the Board, CFSs may be de-notified by the Commissioner for similar failures, and AFSs face Board review on Commissioner recommendation. Custodian closure requests may be approved subject to clearance of Cost Recovery Charges, disposal of detained or seized cargo, resolution of custodian cases, and issuance of a no-dues certificate.
