            <h1>Operational flexibility for EOUs requires strict records, monthly scrutiny and empowers special cost audits to verify production.</h1> EOUs are afforded operational flexibility, exempting them from routine physical supervision and warehouse locking, subject to strict maintenance of prescribed records and accounts.
