IPR registration conditions require bonds and consignment security, enabling customs interdiction and suspension of release of alleged infringing imports. Registration requires the right holder or authorised representative to execute a bond to protect third parties and meet costs, and an indemnity bond indemnifying Customs for liabilities arising from suspension of release of allegedly infringing goods. A General Bond without security may be furnished at registration, but a Consignment Specific Bond with surety and security must be executed at the port of interdiction within three days of interdiction; bond amount equals 110% of goods value with security of 25% of the bond. A centralized online bond management module allows single use across ports, the Commissioner must notify registration decision within thirty days, and registered notices render import of alleged infringing goods prohibited under Section 11 of the Customs Act.
