            <h1>Custodian obligations: facility operators must meet infrastructure, compliance and recordkeeping requirements and bear liability for pilfered cargo.</h1> Applicants must operationalise facilities within the LOI validity, install required infrastructure, submit monthly progress reports, and seek notifications to designate the facility as an ICD/AFS and to approve landing place, customs area limits and appointment as custodian only after satisfying readiness and HCCAR 2009 compliance. The jurisdictional Commissioner must verify readiness, ensure creation of cost-recovery posts and deployable officers, and coordinate with DGHRD before recommending notifications.
