<h1>Occupational Safety Health and Working Conditions Code rulemaking powers enable detailed delegated rules for implementation and compliance procedures.</h1> Section 133 vests the appropriate Government with a conditional power of rulemaking, subject to previous publication, to carry out the objectives of the Occupational Safety, Health and Working Conditions Code. The provision authorises delegated legislation on specified matters including registration and application procedures, notice and reporting formats, qualifications and duties of safety officers and medical practitioners, constitution of safety committees, sampling and inspection procedures, contract labour conditions, wages payment modes, licensing, appeal and compounding procedures, fund administration and migrant worker reporting; rules may also prescribe any other matter required or permitted by the Code, thereby enabling detailed administrative implementation.
