of <h1>Engaging contract labour via unlicensed contractor deemed unlawful under Code, making principal employer liable for contravention</h1> Where a principal employer engages contract labour through a contractor who is required to hold a licence under this Part but has not obtained one, that employment is expressly deemed to be in contravention of the provisions of this Code, thereby treating such engagement as unlawful for purposes of enforcement and compliance under the Code.
