of <h1>Empanelment of experts for start-up establishments creating mandatory randomized web-based third-party audit and certification with reporting obligations</h1> The provision prescribes a scheme under which the appropriate Government shall empanel experts with prescribed qualifications and experience for specified start-up establishments or classes of establishments, and mandates that such empanelled experts be (a) assigned third-party audit and certification in a randomized manner through a web-based scheme, (b) conduct audit and certification in the manner and for the purposes set out in the scheme, and (c) perform scheme-specified duties and submit audit reports to the concerned employer and to the Inspector-cum-Facilitator, thereby creating a mandatory, randomized third-party audit and certification regime with specified reporting obligations.
