Mines and dock work: Central Government empowered to prescribe comprehensive safety, inspection, certification and reporting regulations. Section 136 authorises the Central Government to make regulations under the Code for mines and dock work covering inspector and manager qualifications and duties, examinations and certification, inquiry powers, explosives and employment restrictions, comprehensive safety measures (ventilation, fire, gas, electrical and machinery safety), accident notices and reporting, survey and plan requirements, enforcement and recovery mechanisms, safety management plans and codes of practice, dock-specific safety measures (access, handling, ventilation, welfare, training) and related returns and forms.
