of <h1>Exemption for persons employed in mines under Occupational Safety, Health And Working Conditions Code permits Central Government to prescribe targeted rulemaking exemptions.</h1> Section 71 of the Occupational Safety, Health And Working Conditions Code, 2020 grants the Central Government rulemaking authority to exempt specified persons or categories employed in mines from compliance with certain statutory safety and working-condition provisions. The rulemaking power may relieve such persons from the application of particular provisions governing managerial duties, employment conditions and specified regulatory obligations, thereby altering the legal applicability of those listed sections to designated mine employees; the operative effect is to permit delegated legislation creating targeted exemptions for persons in mining employment.
