of <h1>Factory hazardous-process safety inquiry by National Board to assess compliance and causes; findings advisory, recommendations non-binding</h1> Where an extraordinary situation involves a factory engaged in a hazardous process, the Central Government may direct the National Board to inquire into the observance of prescribed health and safety standards to ascertain causes of any failure or neglect in adopting State-prescribed measures affecting workers or the public and to recommend measures for preventing recurrence; the National Board's findings are advisory in nature and its recommendations do not have binding effect.
