Occupational safety and health rulemaking empowers Central Government to prescribe procedural and substantive workplace standards. The Central Government, subject to previous publication and notification, may make rules to carry out the Code's purposes and in particular may prescribe matters including registration forms and timelines, electronic intimation and certificate amendment, closure notification and payment certification, National Board membership, terms and committee composition, collection and maintenance of occupational safety statistics and databases, health and working condition standards, welfare facilities including cre ches, working time definitions and special hours, leave categories and limits, powers of district authorities, licensing renewal, apprenticeship and medical examination requirements, mine safety measures, exemptions for supervisory categories, vocational training and rescue services, bye-law language, and other prescribed matters.
