Factory appeal procedures let managers or occupiers challenge Inspector-cum-Facilitator orders under prescribed authority and procedure. The appropriate Government is empowered to prescribe the manner, the appropriate authority, and the procedure by which a manager or occupier of a factory may appeal against orders of the Inspector-cum-Facilitator, thereby delegating rule-making power to determine the appellate route and process for factory enforcement orders.
