Inter-State migrant workers trigger Part II coverage when an establishment employed ten or more within the preceding year. Part II applies to every establishment in which ten or more inter-State migrant workers are employed or were employed on any day of the preceding twelve months, using a rolling twelve-month look-back to determine establishment-level coverage.
