Omission to furnish prescribed plans or reports triggers monetary penalties and a burden on the person to prove reasonable excuse. A person who omits, without reasonable excuse, to make or furnish in the prescribed form, manner or time any plan, section, return, notice, register, record or report required under the Code is liable to a penalty of not less than one lakh rupees and which may extend to two lakh rupees, with the burden of proving a reasonable excuse resting on that person.
