Rules and regulations under customs permit publication, prescribe fees, and authorize penalties for contraventions under the Act. Section 158 requires publication of all customs rules and regulations in the Official Gazette and authorizes rules to prescribe fees for administrative acts and services by customs officers, and to impose a penalty for contravention, abetment or failure to comply with any rule or regulation for which a person is duty-bound.
