<h1>New notification overrides 2018 rules, sets strict timelines and procedures for finalising provisional customs assessments and compliance</h1> Notification supersedes prior 2018 regulations and prescribes procedures and timelines for finalising provisional customs assessments. Where provisional assessment is made because documents or information are missing, the officer must specify required items within 15 days; importers/exporters have two months to comply (with officer-granted extensions up to a cumulative cap and subordinate officer discretion), failing which assessment proceeds on available records. Enquiries must be completed and documents transferred within 14 months. Finalisation must generally occur within three months of receipt of information (subject to limited extensions) and, in any event, within two years (with a possible one-year Commissioner extension); specified circumstances pause the two-year clock. Voluntary payments, interest, bond/security cancellation or recovery, refunds and penalties for non-compliance are provided.
