<h1>Advance rulings authority transfers pending applications to the designated customs authority upon institutional change.</h1> Section 28F mandates that pending applications and proceedings before the erstwhile Authority for Advance Rulings are automatically transferred to the successor Authority: first, from the date the Finance Bill, 2017 receives presidential assent, and second, from the date of appointment of the Customs Authority for Advance Rulings, in each case from the procedural stage at which the matters stood on the relevant date.
