          <h1>Passenger data submission: mandatory delivery of departure manifest and PNR to proper officer, non delivery penalised when unjustified.</h1> The person in charge of a conveyance departing from India, or any other person notified by the Central Government, must deliver the passenger and crew departure manifest and passenger name record information to the proper officer in the prescribed form, manner and time; failure to deliver within the prescribed time without sufficient cause attracts a prescribed penalty where the proper officer is satisfied of the absence of sufficient cause.
