Unloading and loading at approved places: approval or proper officer permission required before handling import or export cargo.

Unloading and loading of goods is restricted to approved locations; imported goods may not be unloaded and export goods may not be loaded at unapproved places without prior permission of the proper officer, making use of approved facilities or obtaining official permission a compliance requirement for conveyances carrying imported or exported goods.
