Approved loading and unloading places govern customs cargo handling, unless the proper officer permits another location. Imported goods may be unloaded, and export goods may be loaded, only at places approved under clause (a) of section 8 for that purpose, unless the proper officer grants permission for a different place. The provision restricts loading and unloading to approved locations, subject to official authorization in exceptional cases.
