Settlement order conclusiveness bars reopening of matters covered by the order, except as otherwise provided in the Chapter. Every order of settlement passed under the specified settlement provision is conclusive as to the matters stated in it. A matter covered by such an order cannot be reopened in any proceeding under the Act or under any other law, except as otherwise provided in the Chapter.
