Imported goods unloading requires entry inwards, supported by manifest delivery and limited exceptions for urgent cargo. Imported goods cannot be unloaded from a vessel until the proper officer grants entry inwards. The grant of entry inwards depends on delivery of the arrival manifest or import manifest, unless sufficient cause exists for non-delivery. The restriction does not apply to baggage, mail bags, animals, perishable goods, or hazardous goods.
