Customs streamlines email-based Entry Inward and cargo discharge procedures for vessels under Section 31 of Customs Act
The circular, issued by the Principal Commissioner of Customs, Chennai-III, clarifies and streamlines procedures for granting Entry Inwards, boarding of vessels, and commencement of cargo discharge under Section 31 of the Customs Act, 1962. It formalizes an e-mail and telephone-based process whereby vessel/steamer agents submit a standardized Entry Inward request after confirmation of Pilot on Board, followed by verification of supporting documents at boarding. Customs Boarding Officers grant Entry Inwards through ICES and communicate authorization via e-mail, which is treated as permission to commence discharge. Contact details of Customs offices at specified ports are provided, and agents are instructed to ensure accuracy of submitted information and to report operational difficulties to the Preventive General Section.
