<h1>Adjudication of changes to conditions of service during pendency of industrial proceedings allowing complaint and adjudication with award submission</h1> Section 91 provides that where an employer contravenes the prohibition in section 90 during the pendency of proceedings before a conciliation officer, arbitrator, Tribunal or National Industrial Tribunal, an aggrieved employee may file a written complaint. A complaint to the conciliation officer must be taken into account in mediation and settlement efforts. A complaint to an arbitrator or Tribunal shall be adjudicated as if it were a dispute referred or pending before it, with the adjudicator required to submit its award to the appropriate government and the Code's provisions applying accordingly.
