Tribunal constitution prevents challenges to member appointments or to proceedings based on vacancies or defects. No notification appointing a Judicial Member or an Administrative Member of a Tribunal shall be called in question, and no act or proceeding before the Tribunal shall be questioned mainly on the ground of any vacancy in, or defect in, its constitution.
