<h1>Tribunal appointments and proceedings immune from challenge for vacancies or constitution defects, barring judicial review</h1> Provision declares that notifications appointing Judicial or Administrative Members of a Tribunal are final and not subject to challenge, and that no act or proceeding before the Tribunal may be questioned principally on the ground of any vacancy in, or defect in the constitution of, the Tribunal. The operative effect is to preclude judicial review or collateral attack challenging the validity of appointments or proceedings of the Tribunal for reasons of vacancy or constitutional defect, thereby insulating Tribunal decisions from being invalidated on those specific grounds.
