<h1>Trade union membership thresholds: allowing seven founders but requiring minimum 10% or 100 workers (whichever less) for registration and retention</h1> Any seven or more persons may apply for registration of a trade union by subscribing to its rules and complying with this Code, permitting small founding membership; a trade union of workers cannot be registered unless at least ten per cent of the workers or one hundred workers, whichever is less, employed in the establishment or industry are members at the date of application, thereby imposing a minimum representative threshold for registration. An application remains valid if after filing up to half of the applicants cease membership or dissociate in writing, so long as a majority of applicants remain. A registered workers' trade union must at all times retain not less than ten per cent of the workers or one hundred workers, whichever is less, subject to a minimum of seven, as members, ensuring continued representative membership post-registration.
