<h1>Duty to maintain employer muster roll and let laid-off workers record attendance during normal hours; ongoing statutory obligation</h1> The provision imposes on every employer a continuing statutory duty to maintain a muster roll for purposes of the Chapter notwithstanding that workers have been laid off, and to make arrangements permitting workers who present themselves for work at the appointed time during normal working hours to make entries in that muster roll; the operative effect is to require retention of attendance records and enable laid-off or reporting workers to record presence despite lay-off status.
