Power to exempt allows relief from procedural non-compliance by granting directions to secure substantial justice. Power to exempt permits the Tribunal, upon sufficient cause shown and on application, to relieve parties from compliance with any requirement of these rules and to issue directions in matters of practice and procedure so as to render substantial justice.
