Advertisement requirement: prescribed publication and affidavit obligations enable tribunal to dismiss petition or direct compliance. Rule 35 mandates publication of an advertisement in the prescribed form at least fourteen days before hearing in a vernacular and an English newspaper in the district, specifying presentation date, parties, substance of petition, hearing date and a notice for interested persons to intimate opposition or support. A company may also publish on its website. An affidavit, filed at least three days before the hearing with proof of advertisement or service, must confirm compliance; failure to comply permits the tribunal to dismiss the petition or give further directions, and the tribunal may dispense with advertisement on application.
