Hearing of petitions or applications: withdrawal permitted before hearing with Tribunal approval and possible costs imposed. The Tribunal must notify parties of the hearing date and place as directed. An applicant seeking pre-hearing withdrawal must apply to the Tribunal; after hearing the applicant and, if necessary, opposing parties, the Tribunal may permit withdrawal and impose costs as it deems fit in the interests of justice.
