Abetting public incitement: criminal liability attaches for instigating offences by the public or large groups, punishable by imprisonment and fine. Abetting an offence by the public generally or by a class or number of persons exceeding ten is an offence punishable with imprisonment of either description for a term which may extend to seven years and with fine; instigating a large group by public acts (for example, affixing a placard to incite attack) falls within this provision.
