          <h1>Commutation of sentence: executive authority may substitute punishments without offender consent under jurisdictional rules.</h1> Commutation of sentence authorises the appropriate Government to commute any punishment under this Sanhita to another punishment without the offender's consent, in accordance with section 474 of the Bharatiya Nagarik Suraksha Sanhita, 2023. Appropriate Government means the Central Government for death sentences or Union matters and the State Government for offences concerning State matters.
