Power to conduct preliminary inquiry and refer consumer-protection matters for investigation or to an appropriate regulator. The Central Authority may conduct a preliminary inquiry on information, complaint, government directions, or on its own motion to ascertain a prima facie case of consumer-rights violation, unfair trade practice, or false or misleading advertisement; if so satisfied it shall cause investigation by the Director-General or District Collector and may compel production of documents. After inquiry, the Central Authority may refer matters to another regulator along with its report where the matter is more appropriately dealt with by that regulator.
